Simmons & Simmons, a UK-headquartered international law firm with offices already operating in Dubai and Riyadh, has opened a new office at Abu Dhabi Global Market (ADGM), expanding its footprint across the Middle East’s key financial hubs.
The firm said the ADGM office will serve as a base for its advisory work in asset management, investment funds, technology and artificial intelligence, allowing it to respond to growing client demand in these sectors. The opening builds on the firm’s three-decade presence in the region and follows the launch of its Riyadh office last year, alongside its long-established Dubai operation.
According to the firm, the Abu Dhabi office will be staffed by a multidisciplinary team offering services to local and international clients. The ADGM team includes partner and legal technology specialist Lucy Shurwood and partner Rezah Stegeman, who focuses on financial services regulation and derivatives. They are supported by Matt Pitman, partner and head of the firm’s asset management and investment funds sector, and Muneer Khan, partner and Middle East head.

A search of the public registry of ADGM shows an entity named Simmons & Simmons was registered on September 9, 2025.
