The Ministry of Human Resources and Emiratisation (MoHRE) revealed it had flagged 377 cases of ‘Fake Emiratisation’ across 266 private sector companies during the first half of 2026 through its field and digital monitoring system.
Legal action has been taken against the violating establishments in accordance with applicable legislation and resolutions, the Ministry affirmed, noting that the ‘Fake Emiratisation’ cases it has reported are negative practices that are limited in scope and do not constitute a widespread practice in the UAE labour market.
MoHRE stressed that it deals firmly with any attempts to circumvent Emiratisation policies and decisions or unlawfully benefit from government incentives and benefits allocated to support the employment of Emirati citizens.
The Ministry clarified that the measures taken against the violating companies are in line with Cabinet Decision No. (43) of 2025 Concerning Administrative Violations and Penalties Related to Initiatives and Programmes of the Emirati Talent Competitiveness Council.
Emiratisation includes more than simply registering a UAE citizen in a private establishment, MoHRE explained, adding that the policy is about creating a genuine and productive employment relationship, involving actual tasks, responsibilities, and a career path that contributes to developing the citizen’s skills and capabilities.
The Ministry cautioned that the danger of ‘Fake Emiratisation’ is not limited to it being a violation of legislation, but it distorts the labour market and Emiratisation indicators, wasting resources and incentives allocated to supporting genuine employment, depriving earnest UAE citizens of real job opportunities and professional development.
The Ministry called on establishments to adhere to the essence and objectives of Emiratisation policies, and on Emirati citizens not to accept or participate in any ‘Fake Emiratisation’ arrangements, where they are registered for a job without doing actual work.
The Ministry of Human Resources and Emiratisation called on all UAE citizens and community members to report any ‘Fake Emiratisation’ cases they may encounter, urging them to avoid being misled by violating companies and to contact the Ministry to flag any violations on 600590000 or through its smart application or website.
The Ministry affirmed it is constantly developing its monitoring and verification tools to detect unlawful practices.
Fake Emiratisation is defined as registering an Emirati citizen with an establishment and issuing a work permit and employment contract for them without there being a genuine employment relationship and actual job tasks.
