Abu Dhabi's Department of Municipalities and Transport (DMT) has announced the launch of Musaffah Innovation District, a long-term strategic vision that will transform one of the capital's largest industrial services districts into a globally competitive destination for industrial excellence, innovation and investment.
The launch came during LIVEX 2026, and its implementation is set to mark a significant milestone in Musaffah's evolution.
Musaffah has played a defining role in Abu Dhabi's growth, supporting industry, manufacturing, logistics and trade, enabling the businesses that have helped shape the emirate's economy. As Abu Dhabi continues to diversify and strengthen its global competitiveness, Musaffah is now being transformed into a future-ready innovation district designed to attract investment, enable business growth, and create new opportunities across advanced industries.
The transformation will be delivered through the Musaffah Revitalisation and Development Plan (MRDP), DMT's long-term programme to revitalise the district through coordinated improvements across zoning and land use, infrastructure, mobility, municipal services, public spaces, and the wider business environment.
Designed to create a more connected, sustainable and liveable industrial district, the MRDP will enhance the everyday experience of businesses, employees and residents, while supporting increased productivity, attracting talent, and advancing long-term environmental sustainability.
The MRDP additionally represents one of Abu Dhabi’s largest long-term investment programmes. The programme will provide investors with a clear, long-term roadmap for participation in one of the emirate’s most significant industrial and urban transformation initiatives.
Investment opportunities will include advanced manufacturing, logistics and supply chain infrastructure, industrial services, commercial and mixed-use developments, waterfront destinations, residential communities, innovation and technology, green industries and municipal infrastructure.
The programme will offer a number of different potential investment models, including Musataha agreements, long-term leasehold arrangements, public-private partnerships and strategic development partnerships, creating opportunities for local, regional and international investors across every stage of delivery.
Development in Phases
The first phase of development, running to 2030, will establish the enabling infrastructure for the district, including the 8th Street and E30 corridor projects. Development will be concentrated on pilot sites in northern Musaffah and along the Northern Waterfront, including new mixed-use and residential development, a new district centre, and the upgrading of the established automotive cluster, supported by an initial release of approximately 100 hectares of development-ready land.
Priority subsectors in this first phase respond to proven near-term demand: mixed light industrial activities such as automotive services, carpentry and woodwork, food production and retail and wholesale trade; city-serving logistics, including warehousing, cold storage and last-mile distribution; and green construction industries, including building materials and modular and prefabricated components serving Abu Dhabi’s active development pipeline.
From 2030 to 2035, the second phase will scale up delivery through a series of large catalytic development blocks, totalling more than 100 hectares in size, released across the district’s investment zones to anchor new industrial clusters. Prioritised subsectors in this phase span advanced manufacturing, including semiconductors, electric vehicle and aerospace supply chains and robotics; energy transition industries such as hydrogen, sustainable fuels, solar and energy storage; technology and life sciences, including MedTech and data centres; green innovation and investment; maritime and blue economy industries; and city-serving logistics, complemented by new mixed-use centres and housing.
The two phases offer local and international developers a sequenced pipeline of investment-ready sites, backed by committed public infrastructure and a dedicated governance and investor-facilitation framework.
At full implementation, MRDP is expected to increase GDP by 12.3 per cent, generate an annual GDP contribution of Dh227 billion and support approximately 269,800 jobs, with 26 per cent expected to be high-skilled.

Through detailed planning and engagement with businesses and stakeholders, we have focused on infrastructure, mobility, environmental performance, industrial clustering, land use, and investment that will strengthen the district’s competitiveness and create greater value for businesses, investors, and the wider community.”
The launch of the Musaffah Innovation District reinforces Abu Dhabi's commitment to strengthening its industrial economy through long-term planning, coordinated government delivery, and strategic partnerships with the private sector. By creating the right conditions for investment, innovation, and business growth, the district will support the emirate's ambition to remain one of the world's leading destinations for industry, investment, and economic competitiveness.
