Abu Dhabi retains safest city title for ninth year, 5 emirates ranked among global top 10

Abu Dhabi has been named the safest city in the world for the ninth consecutive year, according to Numbeo's 2025 Crime Index released in January. 

The Numbeo Crime Index considers survey responses regarding perceptions of crime, personal safety during daylight and nighttime, concerns about specific crimes, and the extent of property and violent crimes.

The UAE dominated the list in terms of safety, with its cities securing five out of the top 10 spots.

Abu Dhabi retained its title as the safest city in the world, recording an impressively low crime index score of 11.6 and a safety index score of 88.4 - the highest globally.

Sharjah ranked third with a safety index of 83.8 and a crime index of 16.2, while Dubai ranked fourth with a safety index of 83.8 and a crime index of 16.2. 

Ras Al-Khaimah also made it to the top ten, landing at the sixth position with a safety index of 83.7 and crime index of 16.3.

Ajman ranked seventh on the safety index with 82.9 and a crime index of 17.1.

The index uses an inverse scale, where a lower score indicates a safer city. Cities with a crime level below 20 are considered the safest.

All five UAE cities on the list have scored well below 20, highlighting the country's ongoing commitment to providing security and high quality of life for its residents.

Earlier in 2024, the UAE ranked as the 12th safest country on the Law and Order index by global polling company, Gallup. The country achieved a score of 90, which made it the second safest country in the region behind Kuwait, which topped the global ranking. 

The index is based on a broad survey where Gallup posed the question; “Do you feel safe walking alone at night in the area where you live?” to almost 146,000 adults in 140 countries and territories. It also posed questions regarding experiences of theft and confidence of police and used the scores from all questions to create an index score. 

According to the poll, 90% of UAE residents reported feeling safe walking alone, the 7th highest score globally placing just behind Slovenia.
