The Municipality of Ras Al Khaimah has launched the second phase of the electronic monitoring system, which monitors violations committed by contractors or consultants at construction sites.

Violations are recorded instantly, and necessary actions are taken. The move aims to monitor the working mechanisms at these sites by construction companies and consulting offices, reducing violations that harm property owners and public interests.

Munther Mohammed Bin Shakar, the Director-General of the Municipality of Ras Al Khaimah,  that the electronic system, implemented in construction sites, aims to regulate work and preserve the interests of sitestated owners.


Violations are recorded digitally instead of paper, utilising text messages or email. After approval by the relevant department, another message is sent to the violating company, including details, violation data, and payment links.

He noted that the system allows companies to contest violations recorded at their sites and submit objections or complaints within a specified period, under specific conditions, especially for unpaid violations, and attach the required documents.

The department launched the second phase of the system in September 2023, which includes automating violations related to the Building Law of 2009, Sidewalks and Roads Occupation Law of 2018, and the Advertisement Law of 2008. The system monitors building management violations on a unified platform, notifying violators through text messages and email instead of paper records. He noted that the municipality introduced the electronic violations system in 2021, released in two phases.

From 2021 until December 2023, a total of 2,084 diverse violations were recorded on the system, with various subsequent actions taken. The most significant violations during this period included violations in construction projects, such as non-compliance with safety regulations, failure to install temporary fences, not displaying project signs, and leaving waste outside the plot.

The official added that violations by commercial establishments occupying sidewalks and external spaces without a permit, failure to renew external occupation permits, and advertising violations, such as installing an advertising sign without a permit, non-compliance with advertising sign permits, and installing random advertising signs, were also among the recorded violations.

Regarding licensing regulations, violations included building outside the plot boundaries, non-compliance with construction and architectural plans, and starting construction without a permit.

He mentioned that 738 complaint requests were submitted by workers and construction company owners, with 180 complaint requests being accepted.

The Director General emphasised that the urban development witnessed by the Emirate of Ras Al Khaimah requires expediting the completion of all services through appropriate means. 

As Ras Al Khaimah is an important destination for investors, the electronic monitoring system contributes to facilitating the monitoring of construction sites and organising work mechanisms in accordance with approved regulations, he added.
