The Ministry of Justice is continuing on the path of progress with a key focus on transparency and sustainable development as it winds up a year of successful achievements.

The projects implemented by the Ministry place particular emphasis on enhancing performance, speed, and quality of services, in addition to integrating the best global practices and modern technology to uphold the rule of law.

In line with the national priorities of the UAE, aiming to build a forward-looking government focused on implementing result-oriented measures and securing top rankings in rule of law indicators, the Ministry of Justice pays special attention to build an advanced and efficient judicial system and a proactive legislation, supporting society and the economy.

Abdullah bin Sultan bin Awad Al Nuaimi, the Minister of Justice, said: “The UAE government has attained many accomplishments within the strategic goals of the Ministry of Justice, particularly in developing specialised and proactive judicial systems and providing globally innovative judicial and legal services. These include increasing the effectiveness and sustainability of judicial operations, supporting courts with a selection of the most competent judicial and administrative personnel, and equipping them with innovative technologies that enhance the readiness of the UAE judicial system.”

Al Nuaimi pointed out that the Ministry of Justice is keen on the smart transformation of the judicial system. This aligns with the vision of the UAE government to develop smart courts that integrate technology, and settle disputes through virtual means.

In this regard, the Minister of Justice issued a decision to establish a council for accrediting and granting judicial and legal professional qualifications. The council offers  training programmes that respond to labour market needs. It also implements innovative programmes, adhering to international standards, to attract Emirati citizens to the judiciary and legal sectors.

The Commission for the Unification of Judicial Principles has announced completing the procedures for unifying 10 judicial principles among local and federal judiciaries.

The Federal Judicial Council, chaired by Abdullah Sultan bin Awad Al Nuaimi, chairman of the Council, approved the proposal of the Attorney General to establish federal prosecution offices specialised in economic crimes and money laundering.

This aims to develop the judicial system to align with economic changes and the trend towards specialisation, contributing to supporting the financial stability and economic growth of the country.

Establishing prosecution offices specialised in economic crimes and money laundering is part of the transformative projects (government accelerators) currently undertaken by the Ministry of Justice, in coordination with the Federal Judicial Council to enhance professional and legal performance in the country.

The comprehensive team for transformative services at the Ministry of Justice signed the Government Services Quality Charter, which aims to apply the principles of the UAE’s approach to designing government services. It’s the main reference for developing and improving the quality of services provided by the ministry, federal courts, and prosecutor’s offices.

The Ministry of Justice participated in the GITEX Global 2023 exhibition at the Dubai World Trade Centre. Through its platform, the ministry showcased the latest electronic and smart technologies now accessible to its users.

Key Highlights of 2023

The Ministry of Justice, in collaboration with its strategic partners at the Ministry of State for Government Development and the Future as well as the Telecommunications and Digital Government Regulatory Authority, launched the first service as part of the government’s digital services. This service pertains to the labour force, offering 23 services.

Al Nuaimi, the Minister of Justice, Ohood bint Khalfan Al Roumi, the Minister of State for Government Development and the Future, and the Chairperson of the Higher Committee for Government Digital Transformation, and  Lt. Gen. Talal Belhoul, Chairman of the Board of Directors of the Communications and Digital Government Regulatory Authority, have signed a cooperation agreement between the Ministry of Justice, the Telecommunications Regulatory Authority, and the Higher Committee for Government Digital Transformation.

The agreement aims to develop the digital power of attorney service project for government projects. This service will enable citizens and residents to authorise others to conduct digital government transactions on their behalf quickly, securely, and legally, preserving the rights of all parties.

Digital Mediation Platform

The Ministry of Justice launched the “Wasata” digital mediation portal as an intelligent alternative for settling civil and commercial disputes. The platform employs registered specialised mediators to facilitate procedures in either Arabic or English. This initiative is part of the ministry’s efforts to achieve speedy dispute resolution, enhance the quality of community life, and alleviate the judicial, administrative, and financial burdens of lawsuits in courts.

The UAE Pass

The UAE Pass digital identity system currently offers a number of digital power of attorney, including those for lawyers, lawsuits, driving, stocks, car sales, company management, licences, rental disputes, real estate management, property sales, and services. Beneficiaries receive the completed document automatically through SMS and email, enabling direct use without the need for the intervention of a notary public.

Judicial and Legal Professional Certification System

The Ministry of Justice introduced the accreditation system for certificates as well as judicial and legal professional programmes implemented at the Judicial Training Institute, following the general framework of the National Qualification Centre. This project aims to enhance the judicial and legal sector in the country with qualified and professionally trained national cadres.

Digital Civil Marriage Certificate

The UAE issued the first civil law in the region to regulate family matters for non-Muslims according to international best practices. It provides a flexible and advanced judicial mechanism for the family affairs of non-Muslims.

The Ministry of Justice has launched the digital civil  marriage service, applied across all federal courts in the country. It facilitates the completion of all stages of civil marriage contract procedures without the need to visit federal courts.

e-Lawyer System

The Ministry of Justice launched the e-Lawyer system, a smart application available on all browsers and smart devices. The application provides a range of electronic services for lawyers and members of the community.
